I think it will depend on where you want to live after the marriage.
Your partner (German) has an automatic right to move and reside throughout Europe so he could take you to the UK to get married (Civil Partnership) though it does get complicated if you both wish to reside in a European country. If you go back to the Philippines your marriage will not necessarily be recognised by the authorities there but you could still live together. I believe that as your partner is European he could,if you wanted to live in the UK but you would be required to get a Schengen visa before you get your partnership and there might be other complications (though you do have the right to work here if it’s granted) it costs about £515.00 ($770.00) They don’t make it easy – do they?
