If you want to marry a filippino in dubai then you must approach your embassy and make publication there. Then you must make paper publication in Philippines.After certain no.of days if there is no objection from anybody you can get married.

Since you are both Filipinos and are married/registered through the Philippine Embassy/Consulate, the Philippine Law is applicable to you. Hence no divorce but maybe an annulment.
